A division Bench of Lahore High Court Multan Bench comprising Justice Ijaz Chaudhry and Justice M.A. Shahid Siddiqui have rejected the plea of Home Secretary Punjab describing it unsatisfactory and served him a show cause notice to explain as to why not he be prosecuted for committing the offence of contempt of court. The court ordered him to appear before the court in person to explain the causes.

A petitioner, Shahabuddin, an activist of banned Sipah-i-Sahaba Pakistan submitted a writ petition in High Court praying that he should be shifted to Multan prison from Lahore because a case was under process in Anti Terrorism Court No I Multan.

Home Secretary shifted him to Lahore prison without assigning any reason, resultantly hearing of case in ATC was suspended and delayed.

Anti Terrorism Court ordered to produce him before the court on July 14, 2004 but he was not produced. Even Home Secretary did not comply with the orders of division bench of High Court and he committed the offence of contempt of the court.
